Project summery:

It is common interest of the Hungarian - Croatian regional cross-border cooperation to develop a coordinated policy and launch joint actions on the field of health care and its human resource capacity building that is capable facing with both challenges: Croatia’s accession process and Hungary’s task as new Schengen country. Regarding to this we aim to develop a joint training program focusing on three main fields:

 Health management within the frame of the European Union;

Needs for and conditions of trans-border healthcare in the region;

Health/ public health and mental health aspects of the assistance of disadvantaged groups like ethnic minorities and migrants.

With these objectives the project contributes significantly to the program strategy and horizontal objectives: develops joint education program and structure, improves the cross-border health care in the region, ensures the use of both languages in the education and one of its main aims is the multiethnic approach. 

The twelve month project builds on the basis of the two leading academic institutions of the cross-border region: University of Pécs and University of Osijek. Out of their staff will be formed the joint bodies responsible for the realization of the program. The workshops, training of trainers’ program and pilot trainings will equally be hosted by the two leading institutions.

The following professionals are the target groups of the project:  Public - Private Health System and Service Leaders, Managers, Practitioners, Nurses, Administrators , Health Insurance Specialists, Health IT specialists, Managers and practitioners involved in the functioning of migration health systems and their ethical and legal affairs, Leaders of Faculties of Health Studies and Medicine, students of medical faculties and health studies.

The project aims design and delivery of regular and distance learning courses covering two main levels:

a) One semester optional undergraduate module with 28 teaching hours offered to the "would be" healthcare leaders and practitioners.

 b) A two semester long postgraduate program with 6 modules covering 6 main  (3 each semester) and 6 subtopics offered to the current and would be healthcare leaders and practitioners.

2/Joint accreditation of the program by a committee created for this purpose by the two sides.

3/ As secondary objectives, promoting joint knowledge process – including training of trainers -, infrastructure, awareness amongst a wide range of regional stakeholders and their involvement in the design and delivery process.

These objectives will be fulfilled by joint workshops, training of trainers’ programs and pilot trainings.

Project objective:

The overall objective of the project is to increase the level of and harmonize the health care system, addressing the new needs at a regional cross-border level.

 Specifically:

1/ The project aims design and delivery of regular and distance learning courses covering two main levels:

a) One semester optional undergraduate module with 28 teaching hours offered to the "would be" healthcare leaders and practitioners.

 b) A two semester long postgraduate program with 6 modules covering 6 main  (3 each semester) and 6 subtopics offered to the current and would be healthcare leaders and practitioners.

2/Joint accreditation of the program by a committee created for this purpose by the two sides.

3/ As secondary objectives, promoting joint knowledge process – including training of trainers -, infrastructure, awareness amongst a wide range of regional stakeholders and their involvement in the design and delivery process.

Expected outputs:

1. Establishment of joint accreditation, administration and monitoring bodies.

2. Creation the structure and the human resource capacity of a formalized integrated system for knowledge and experience transfer.

3. Holding four two day workshops for 20 participants as the first deliverables in Osjiek and in Pécs as part of the training development process.

4. Design a 28 lecture-hours undergraduate optional training module for students of medical faculties and health studies.

5. Design a two semester six module postgraduate program

6. Organizing and delivering a five day training of trainers workshop in Osijek and in Pécs for 15 – 20 participants

7. Holding three pilot teaching for the undergraduate, postgraduate levels covering also the long distance forms.

8. As durability of the results: we will have the training modules and trained educators on both side of the border for addressing the challenges explained in the background and objectives.

Benefits of the project:

The project will support with a view to the Croatian accession the harmonization of the health care system at a cross-border level through human resource capacity building support the cross-border healthcare delivery for patients on both side of the border support, in accordance with the WHO EURO and the EU Commission’s new strategy, the health assistance of ethnic minorities and migrants support the public health services addressing the new challenging health threats related to migration.
